Alberta T2P 3G4 IL 82-20 Informational Letter To: All Oil and Gas Operators 26 July 1982 NEW CONVENTIONAL HEAVY OIL DEVELOPMENTS CHOICE OF TARGET PATTERN FOR SMALL SPACING This informational letter complements Informational Letter 81-23 of 11 August 1981^ and Board Order SU 1088, Conventional heavy oil pools frequently are developed on one legal subdivision or closer spacing in order to achieve effective drainage of the heavy viscous oil and provide for the application of enhanced recovery operations. This closer spacing density ordinarily requires, in accordance with SU 1088, that the wells be located in the northwest quadrant of the legal subdivision. In order to achieve reasonably orderly development in new heavy oil areas, it therefore would be appropriate to locate those wells being drilled initially on quarter section spacing in a portion of the secondary target area - the northwest quadrant of the legal subdivision, rather than in the primary target area - the northeast quadrant. Within the general context of SU 1088 and IL 81-23, the Board would give favorable consideration to such a shift in pattern where an operator has discovered a new heavy oil pool and is planning an active development drilling program. The hearing will be held only if a request is made by an interested party, including the Board staff. If any operator desires to have the oil reserves, REM, or MRL for any crude oil pool in Alberta reviewed at a public hearing in October 1982, the operator must advise the Board in writing by 31 August 1982, giving the name of the pool and an indication of the matters to be considered. CO-ORDINATING OPERATORS AND THEIR DUTIES SOUTHEASTERN ALBERTA - MILK RIVER FORMATION, MEDICINE HAT ZONE, AND SECOND WHITE SPECKS ZONE This informational letter supplements Informational Letter IL-OG 75-9. It supersedes IL-OG 80-15, which is rescinded. Co-ordinating Operator Revisions Due to further development in Southeastern Alberta, the Energy Resources Conservation Board has revised the list of co-ordinating operators in this area (see attached list). This assignment will remain in effect until further notice. Co-ordinating Operator Duties and Responsibilities In designating co-ordinating operators, the Board generally has chosen operators with the largest number of producing wells in a quarter township area. Unit boundaries have been respected whenever possible. The principal duties of the co-ordinating operators are reviewed below: (1) To arrange for the designation of at least one representative control well per quarter township in each of the subject reservoirs. (2) To ensure that the gas-well testing requirements specified in items 2 and 3 of Informational Letter IL-OG 75-9 dealing with initial and triennial testing of control wells are adhered to. (3) To ensure that by 31 January of each year all test data obtained during the previous year are properly and consistently analysed and submitted to the Board's Gas Department. (4) To submit to the Board by 30 April of each year the testing schedules for that calendar year.
